The supplies percentage and tax are applied to every estimate and invoice automatically. Change them under Settings → Money rules. This page does not change how invoices total. It is a place to define the flat fees your advisors add by hand, and a checker that flags repair orders that look like they are missing one.
State & compliance
Where you operate decides how supply and hazmat fees may be charged.
Pick your state so the compliance notes match your rules. Every state limits how "shop supplies" and hazmat fees can be charged; California (BAR) is the strictest.

Defining a fee here does not add it to invoices automatically. It sets the standard your advisors follow and drives the compliance check below. A future version can offer to inject these as estimate lines.
